The ARENA concept for road user charging concurs with the harmonization underway in EU. The concept involves competition of different providers in order to stimulate effective and creative business solutions in line with the specification of European Electronic Toll Service (EETS). The directive governing the EETS sets the framework for this service and a provider could handle road charges and telematics services using the same resources and systems. Different TSPs (Toll Service Providers or EETS Providers) are expected to offer various services in competition with each other. Which TSP a user might choose depends on the mix of services available and costs that best suits his or her needs.
